To address the need for a more evidence-based approach which puts recipients of assistance at the centre, the ETC, GSMA and REACH partnered to convene a technical committee comprised of experts

The Emergency Telecommunication Cluster’s (ETC)Service Catalogue was first introduced in 2010 to capture the list of services the cluster could provide as part of an emergency response or preparedness activity.
