This page describes the facilitation requirements for the Emergency Telecommunications Cluster (ETC) part of gear.UP - the OpEx Bravo & LRT training exercise. ETC partners are invited to provide exercise facilitators to support the delivery and evaluation of the exercise.

To ensure the success of the exercise, it is critical that the facilitation team has sufficient senior staff with a spread of technical skills and emergency experience and the ability to provide clear and practical feedback to participants. This year, 14 facilitators are invited to join the management team for the large scale simulation exercise in Germany to cover the required range of technical skills.

Strong people skills and the ability to explain complex topics & give constructive feedback. Ideally with international emergency experience. Must have attended the Let’s Net training course.

Technical Expert - WIDER

Very strong technical skills related to the WIDER solution developed by Ericsson Response. Strong people skills and the ability to explain complex topics & give constructive feedback. Ideally with international emergency experience. Must have attended the Let’s Net training course.

Technical Expert - DMR

Very strong technical skills related to Digital Mobile Radio, specifically MotoTRBO. Strong people skills and the ability to explain complex topics & give constructive feedback. Ideally with international emergency experience. Must have attended the Let’s Comm Digital training course.

Technical Expert - DMR/Data Integration

Very strong technical skills related to deploying Digital Mobile Radio (specifically MotoTRBO) over IP networks for example for remote radio room facilities. Ideally also strong in data communications in other areas such as point to point links or LAN design. Strong people skills and the ability to explain complex topics & give constructive feedback. Ideally with international emergency experience. Must have attended the Let’s Comm Digital training course.

ETC Coordination Coach

Any individual who has been the ETC Coordinator in any significant emergency response. Strong people skills, ability to explain complex topics & give constructive feedback.

Facilitator - S4C

Any individual knowledgeable in Services 4 Communities with experience in emergency field operations, especially with working with affected communities. Strong people skills, ability to explain complex topics & give constructive feedback. Technical skills are not required.

Facilitator - Drones

Strong experience in deploying drones in the field to support emergency operations.  Experience in constructing orthomosaic mapping products from UAS imagery. Strong people skills, ability to explain complex topics & give constructive feedback.  Ideally experience in liaising with authorities for using drones.

Comms Desk

Highly organised, can work under pressure and handle a large volume of calls and emails. Some experience either in, or supporting, emergency field operations.

Team Coach

x4

Strong field experience in emergency operations (IT or non-IT) and team leadership experience (emergency or otherwise). Strong people skills and the ability to debrief small teams & give constructive feedback. Able to provide coaching and mentoring of participants.

 

These facilitators are in addition to the core exercise control staff. Together, they will provide important feedback to participants during the exercise and will play a critical role in the learning process and setting the expected standards for participants.
