Mozambique is experiencing widespread flooding driven by exceptionally heavy rains during the 2025/2026 rainy and cyclonic season. Significant damage to roads, electricity networks, and critical public infrastructure has been reported across southern and central provinces, notably Gaza, Maputo, and Sofala. These impacts present a high risk of localized telecommunications failure, affecting humanitarian coordination and continuity of life-saving operations.
Given the uncertainty of damage to mobile and data networks, the ETC plans to deploy an ICT Emergency Coordinator to enable rapid assessment, government coordination, and targeted advisory support, while informing a decision on whether formal ETC Cluster activation is required.
