As highlighted in the ETC2025 Strategy, the ETC is built on partnership. As such, it strives to involve a diverse and representative group of humanitarian actors, governments, and the private sector. A Strategic Advisory Group (SAG) has been established to assist the global ETC unit in its support function, and facilitate timely and effective decision making outside the wider cluster coordination meetings and annual ETC plenary events.

The below terms of reference document has been created to make clear the following of the SAG:
